How do I load 4.0 onto a Note 3?

How to load 4.0 onto Note 3

I've been doing a lot of research and nothing has come up but basically I want to download flash player so I can run ssf2 or swfs like binding of isaac on my note 3 and It's got amazing hardware so there wont be lag and I been really hankering for this. I know nothing about flashing versions but I just want to know if this is possible and if so if there is a step by step help would be gladly appreciated ! (Yes my phone is rooted)

1) There never was a 4.0 Android version for the Note 3.

2) Version 4 of Flash player is just an app - get it at Flash Player 4.x. (IIRC, it's an apk file. Find it in My Files [it should be in Download] and press it. It'll install.)

(I'm the OP) I ran it ran Smart SWF or swf player neither worked :| Flash still isn't working for me. It works on browsers but playing it on that doesn't really work and its very awkward.
