Why are my App to Apps just floating?

App to Apps just floating

Some how i lost the my lowest bar of quick apps and now the App to the Apps area is just floating in the middle of the screen. How do i set it and the other apps that i use frequently to the lowest app bar on the home screen?

It is a Galaxy 4S

I believe i figured it out i went to Settings - My device - Home Screen mode - then changed it to Easy Mode. After i changed it to easy mode i went back and changed it to Standard Mode. After i did that, it put my Apps App back at the bottom and i was able to place the apps i wanted down there as well. Hopes this helps. That's really my only complaint with this phone (galaxy 4s) is things just tend to happen, like the screen is to sensitive.
