the volume is still normal and can be adjusted for media, but not for calls

Welcome to Android Central! Which phone? When you're on a call, make sure you pull the phone away from your ear first, then try to increase the volume to max. If you try to adjust the volume while the phone is up against your ear, most phones won't let you do it--you have to pull it away first.
