troubles accepting wifi terms and conditions

I'm trying to accept at&t wifi conditions. I've recently reset my phone and at first once I attached to the wifi it would automatically open a browser to the page to accept.

After downloading some apps from the play store it now doesn't automatically open a window to the page. I'll have to go to a browser myself and repeatedly search a website till I'm redirected to the page

There are many different ways to code an "acceptance" page. Some servers open your browser to an "accept conditions" page, some wait until you try to go to a website.

A downloaded, but not running, app is like a bomb without a fuse - it just sits there, it doesn't do anything. If you're running an app that's interfering with your internet connection, that's different, but we can't know if you are or, if you are, which one it is.
