Why can't I start downloads anymore?

help can't start downloads anymore

ok so i got this phone from my sister it worked and downloaded stuff perfectly fine at first but after a month or 2 it stopped letting me download things is there any way to fix this it doesn't give me errors or anything it just sits with a blue line as if it were going to start but never does My phone is a white lg optimus g pro its about 9 months old and i factory reset it when i got it 4 months ago i ignored this issue but now i want to download an app but can't

Welcome to Android Central! Go to Settings>Apps>All, select Download Manager, and Clear Cache/Clear Data, then Force Stop. Now try again.

If you're installing from Google Play Store, did you also Clear Cache/Clear Data there as well? How about removing your Google account completely in Settings>Accounts​, then adding it back again?

I've done that to it seems that no matter what i do i get the same result whether im using the play store or just downloading something from my browser

Does this happen on both wi-fi and mobile data?

Are you getting any error messages? What exactly happens when you try to install an app?
