Is it A virus or inbuilt Dialogue Window ?

Hi,

Each time , when I charge my Google Nexus 4 Cell phone , An unknown Dialogue Window appear telling DOWNLOAD MODE ; DO NOT UNPLUG the device until the process is complete is it normal or an external Virus ?

Its a inbuilt dialogue window
