why can't i send or receive multimedia messages?

Do you have an active data connection? Multimedia is sent over the data network, such as mobile data from the carrier, so make sure you have a strong connection.

Check the APN settings against the ones your carrier uses. (You can find your carrier's settings buy googling yourcarrier'sname apn - like sprint apn.)
