Why am I recieving the [DF-PPA-10] error?

I've been trying to purchase stuff on Game of War Fire Age for well over a week now, I always get the same error.
This happened after I removed an expired credit card from my account.

My current payment methods are:
Google Play Credit: 10$
And a Debit Card.

I am using a Samsung Galaxy S

Someone with a similar option was given 2 methods, delete data and cache on both google play and download manager, and then if it didn't work remove the Google play account from your phone.
Both of those did nothing except succed in deleting my contacts.

I would really enjoy help soon as I've been attempting to help my alliance for quite a while now.
