Why does my Galaxy III indicate unauthorised actions have been detected?

After I restart my device the phone indicates it is installing system update. But it does not install. And I cannot put my phone to sleep on demand.

Welcome to Android Central! S3, Tab 3, or Note 3? Did you get any system update notifications before this? Where is it telling you that an unauthorized action was detected?
