my phone is locked out

have done a factory reset already. when i turn on my phone the only thing that comes up is the setup wizard. it reconizes the email and password but then switches to the same thing it says when you turn it on.(it says you need the email account assocaited with the phone). i have called google, samsung and verizon wireless and also went to the store and no one can help me! i have the password and email right. it just is not going thru the phone. also when i turn it on it does not give me the option to go back later or do it now. so please help me! what is the problem???????????????
