Android pay does not work

[AC Question]

I have a Samsung Alpha with Android pay installed. I have 3 cards that have been verified with the banks. When trying to use it I get a message "no transaction". Have tried at Mcdonalds (many times), and BestBuy. I have changed default cards, no help. NFC is turned on. What am I doing wrong? Does the store have to select anything on their end in order for it to work?
