What is the best way to monitor web history on a cell phone if viewed incognito or deleted

I want to view web history on my phone but its probably searched incognito or deleted before i can view it.

If incognito mode was enabled you cannot access history. That's the whole point. If the history was deleted on the device it should be available by logging in to your Google account online unless you opted out under privacy settings
