That's the use of this feature

Obtain a custom ROM and follow the instructions for installing it (or obtain a copy of .build.prop from a working phone from the same carrier and copy it to your phone).

"Apply update from adb" is used if you can't get a signal (you're 500 miles out in the Sahara, or in the middle of the Pacific) have a computer AND a working update file. Otherwise you just let the phone update over the air. (With missing files, it won't update via adb.)
