Why does my note 3 think im in a different state

When I open apps my phone pins me in zip code 19019...that zip code is stayes away from me...i am having gpa problems...could this be the conflict that keeps messing everything that is location based up on my phn and how can i fix it?

In settings, under Date and Time, turn off Auto Time and Date.
Change the settings to reflect incorrect time zone and time, reboot your device.
After reboot is complete, go back in and select Auto Time and Date. This should kick start your device into reacquiring your network location data.
