Maybe the wrong country is set in your Google Play store? I found this FAQ at the Google Product forums that explains how to change the home store country.

And where you're from doesn't matter, it's where you are that does. If the phone is from India, and you're in India, it should work. But if the phone is from somewhere else, or you're somewhere else, it may not.
