My android phone wont boot all the way and buzzes!

[AC Question]

I tried to root my phone at the time o didnt know it was against the terms of service. My phone said it was a malicious file so i stopped trying to download it halfway. I deleted the download but it still said there was a risk in my smart manager and the first option to help it was to reboot my phone so i did and it does this 3 buzzes then one right after every 5 seconds. What do i do?!
