Wifi or mobile data? (They're different.)
If wifi, that's dependent on the IP address your router gets from your provider. If you disconnect the router from the cable for a while (minutes to days - it depends on the provider and the usage of the system), you may get a new external IP address.
If mobile data, disconnecting, waiting a minute, then reconnecting ((turn mobile data off, wait, turn mobile data n) should get you a new internal IP address, but the external address (the one you see when going to a whatsmyip site) won't change, and you can't change it.
(If this is to get around a ban, defeating a ban will usually lead to the entire provider or carrier being banned. If there are enough users who complain, that will usually result in your account being cancelled and, if it's mobile data, your being charged the ETF.)
