How do you get rid of a hacker?

My husband is a truck driver, from coast to coast and all his devices have been hacked, we have tried everything to get rid of this person. He bought a "stupid"phone to call me on, but had to have the sorry phone and tablet to do his job. Hacker keeps turning permissions on, WiFi on, taking passwords (we have reset multiple times), he has factory reset a dozen times, hacker keeps coming back. We have been too Verizon, geek squad, Motorola, Google, no one has an answer. Plz, any advice would be appreciated.
