Samsung Galaxy S4 & Galaxy Note 3 SIM Lock feature

Dear users of the android forum,

I am planning to buy a Samsung Galaxy S4 & a Galaxy Note 3 smartphones. Now I intend to buy them from UAE , If I shipped them without opening to a different location/country, will they work ? as I've heard rumors about the Samsung's SIM lock feature in these smartphones will not let them work in a different country or region, prior activation in a same region.

Please advise.
