Phone won't boot past android screen

I'm sorry, but I can't seem to fix my Nexus 4. I started to download latest update but lost my internet connection and now I can't get past the start of the android screen (spinning coloured dots). I've tried to to soft reset, but am having no luck. When I go to recovery mode I get the no command screen.

I'm lost, please help.

Okay, the No Command message is good. At that point, press and hold Power, then single-press Volume Up. That will present you with the options....a Cache Partition wipe may be worth trying.
If the button-pressing doesn't work first time - if the phone justs restarts for example - try again: it can be tricky but if all is well you should succeed eventually.
