Why am I unable to connect to the server to verify your account information?

unable to connect to the server to verify your account information. No response from server

I am having some problems sending email from my mobile phone on my pop3 account. I have deleted the account and set it up again but no luck….and when I try and connect to the outgoing SMTP server I get this message “unable to connect to the server to verify your account information. No response from server”. I am certain I have all the settings, ports etc. configured correctly just that I can’t connect to the server or it will not relay may mail. The account is working fine from my laptop? I am using a Samsung S3 Mini on android OS. Any help you can provide would be much appreiated.

I am having the same problem, yet all my NON Android OS works just fine
