You may need to use a third-party ringtone app, such as rings extended, to assign the ringtone and have it "stick" to whatever tone you are trying to change.

Hello...
I have similar trouble.
I change ringtone in
Settings->Sound&Notification->Phone ringtone.
Then I select SIM and ringtone.
But whatever ringtone I select (I can select it) but the on call the default is played
