here is new problem marshmallow cannot start on karbonn sparkle V android one

i have android one handset known as karbonn sparkle V many times i wiped it after rooting of my phone few weeks ago i installed 6.0.1 android version with official ota file after that one day suddenly my phone automatically gone off and when i turned it on it was stuck on boot screen (marshmallow Logo).after 2 weeks same problem is going on.
i can access recovery,fastboot but i read in some articles that i have to turn on usb debugging then i can install new rom.
matter is how can i turn on usb debugging because it cannot starts.
please tell me how can i wipe it deeply and install new rom.
