Why wont my device recieve downloads

Why wont the apps i choose download onto my phone after i followw prompts correctlly n it states itll download shortly...i looked on my device page and my device im on is highlighted w bright white n when i touch it it wont let me accesses it. N in faint letters it says its already installed on my phone...but it only lets me access my other devices i used to have to download on?????what do i do?because it never downloads!

Welcome to Android Central! Which device do you have? Which app are you trying to install? Does this happen on both wi-fi and mobile data? Are you selecting the apps to install using the Play Store website on your browser, or the actual Play Store app on your phone? The message that says it will download shortly is usually when you try to do it from the website.
