My Nexus 4 reboots when I try to uninstall any app!

Whenever I try to uninstall an app on my Nexus 4, it immediately reboots! This happens with any app I try to uninstall.

I did a factory reset but the problem still persists. Is there a more complete way I can reset the device?

Note: My device is unlocked (but not currently rooted). Running stock 4.3 direct from Google.

I've found some other things that cause it to reboot: clicking "Clear data" button and restoring app settings with Helium.

I tried another reset and also cleared the cached partition. I might have to downgrade to 4.2.2 if I can't solve this problem.

Now I'm getting an error message "could not be downloaded due to an error. (920)" when installing apps.
