My Android Tablet (Scroll Excel II 7" Tablet PC 4.0) Won't Turn On

The tablet won't turn on properly. If being charged, it will load up to the loading screen (displaying the Android logo/name) but then stops (or rather remains on this screen on a loop). If it is not charging it will not turn on at all. This has been going on for several weeks. It did this once before on a night one month ago, but had repaired by the morning. My "expert" on this matter suggests it may be a battery problem - thoughts?

While I'm not sure if this is relevant or not, the worst of this began several hours after my first attempt at charging the tablet (unsuccessfully) with a USB Cable.

Any advice/solutions?

First, this is the Nexus 7 forum, not the Scroll Excel (?) forum, so this probably isn't the best place to inquire. However, we're a welcoming bunch here, and generic advice is gladly given.

If purchased from a retailer that offers exchanges beyond the standard 14 to 30 days, exchange it for a new unit. Otherwise, contact the manufacturer to arrange for warranty repair service.
