On my Nexus 7 with 4.3, I think I may have found a tiny glitch in regards to the Disabled Apps list. With 4.2 and lower, if I disabled an app, it would then move to the bottom of the Settings/Apps/All list, with a "Disabled" note next to it. On 4.3, they added a Disabled Apps list that appears to the right of the All Apps list. Now, I have definitely disabled some apps, but when I first bring up Settings/Apps after not using my tablet for a while, I don't see the Disabled Apps list. However, if I pick another system app to disable (like "Basic Daydreams," for example), then the Disabled Apps list shows up. So for anyone who thinks an app has completely disappeared, you may want to try this to see if the app suddenly shows up in the Disabled Apps list.
