MMS Not sending WETHER OR NOT WiFi is on???? Please Help!

Hi All!
I really hope you can help me on this issue. I received two phones from my boss as a replacement for my old phone that was a P.O.S. Her sons owned the phones previously. (sorry for the details LOL!) so when I received the phone I did a factory reset at that time.

So here we are about 10 days later and I have not been able to MMS from only one of the phones.

I turned off Wifi and nothing. Soft wire reset, nothing, WiFi on Nothing,

Advise?

Can you verify your getting a 3g or 4G data connection?
