Do you guys have an issue with the bottom row of icons being rearranged or missing? I get it every once in awhile and I thought I would ask.

As in the apps icons or the bottom main home buttons?

Yes. I've had that happen occasionally with icons on the home screens and the dock (Nova Launcher). I also had the same issue occasionally with my previous phone, the Note 4; both running 5.1.1. I've have to sometimes re-download the apps. Other times, the apps are available, but not showing on the home screens. I've locked my home screens (a nice feature of Nova), but it still happened. I have no idea why, but it's very aggravating. I also have a Moto XPE running 6.0.1 and it never happens. Maybe it's something with Lollipop.

If I try to move the icons around them the other ones reappear. Its so weird.

Yes, and you're right, it's not always. Random as sht.
