Yes, you can upgrade the Galaxy Tab 2 to Android 4.1 Jelly Bean. When you first set up an internet connection, it will automatically notify you that a system update is available.

You can consider the Galaxy Tab 7.7 with 4G LTE, and upgrade it to Android 4.0. It's not the latest version, but it's ok if you don't need the latest features.
