2 weird touch screen problems

So first of all, my touchscreen never seems very responsive when my phone is lying flat on my desk.
Also, I'm noticing today that when i try to slide widgets between screens, the appear very jumpy or not responsive when I first try to select them.
Any suggestions?

Only thing I can think of about the desk bit is that you might be using a different part of your finger to select things on the screen, which could affect the capacitive contact. This sometimes happens to me when it's on my desk, and I discover my hand is at a different angle than normal, affecting the touch of the screen.
