What can be done with a ZTE mavin

I'm trying to log into my ZTE maven without a sim card and m having s hard time getting pass Google verification keep making me go back there

Welcome to Android Central! Is this your phone? If so, did you buy it brand new, or used? If it's asking you for Google verification, that means it's asking for the Google account and password that was previously on the phone prior to an unauthorized factory reset (which is what happens with Google's Factory Reset Protection).
