How to turn off voice announced incoming callers on SG Note2

I have a Samsung Galaxy note 2 and I use Google gmail and Google voice. In a recent update a female voice started announcing all incoming callers on speakerphone.
I've tried every setting solutions that I could think of and I found no solution

How do I disabled the announcements

Some how you have turned Driving Mode on here is how to turn it off.

1. Open Setting app
2. Go to Language and Input
3. Tap on "Text to Speech output"
4. Make sure the "Driving Mode" unchecked
