Note 4 is idling.. at 400MHz?!

My phone half of the tike stays at 400MHz.
Is that normal?
Just not sure should I worry about this and start disabling apps or is that Normal for 910C?

That actually seems pretty good to me. The chip probably needs 400 to run everything in the ROM and still be responsive.
