Does it pop up when you boot up your phone? Can you not get out of it by clicking the home/back button? I might know what your talking about. Hold the power button, then hold power off, now it should say "Do you want to boot into safe mode" click yes. After your in safe mode Uninstall what you think might cause the fbi virus.
