Why is my note 4 slowing down between restarts?

It seems now that the longer I go without restarting my phone or clearing the cache partition, my phone gets laggier. Not slow, but things aren't as smooth as they should be.

You might benefit from installing a system monitor tool like System Panel Lite and taking a look at what's loaded into memory in addition to what is pre-cached. If theres things that you'll never use floating around in cache or worse in service/active status then consider trying to disable them to free up cache and RAM for more important things. The goal BTW isn't to free up memory such that there's a lot of unused RAM, its to reduce the load of unwanted applications/services so that things you want to access frequently are cached and can start quicker.

Other than accuweather taking a ton of CPU time and Facebook taking a ton of RAM I don't see anything unusual.

I hope you're not expecting ME to tell you what is unimportant to YOU. I have no idea what services you use or don't use. Besides, I'm rooted and have disabled a ton of stuff using Titanium so my list is probably much different than yours would be. I know I disabled a bunch of the Samsung stuff like their account stuff, push service and update service etc.
