Hello. AT&T has disabled the Smart Manager application for their Samsung devices. I have found this thread on XDA that has outlined how the extracted the Smart Manager app from a T-Mobile app. However, it states that it works for the Galaxy S6 only. It might work for your Note 5. Proceed with caution.

Something else to keep in mind is that there are other applications that can do what Smart Manager does. Smart Manager is also created by Cheetah Mobile (creator of Clean Master). It is, pretty much, like any other "performance booster".

I suggest that, instead of using a cleaner app, you check what applications are running and using the most resources within your application manager, and download a good file explorer, such as ES File Explorer, to help you manage and optimize your storage if you need to delete files to make space.
