My laptop will not detect my Galaxy S4, how can I get them paired?

My laptop will not detect Galaxy 4s

My laptop will not detect my Galaxy 4s. I have turned the developer mode on, use different USB ports on laptop, screen is on when trying, used original cord and other cord, phone is charged and all. Please help!
