Can I enable the WiFi, but not the internet connection

I would like to connect to the network devices via the WiFi from my phone, but NOT have it able to connect to the internet, I have satellite internet with a data cap.

You can only do this if your devices support WiFi Direct. You can also deliberately 'mess up' the proxy/VPN settings of your phone so that any data requests won't be able to be fulfilled since the DNS server will not be reached. Or you should be able to terminate Internet access from your router. Either way, it's not a simple, one-click task, unfortunately.
