Apps refresh! Drives me nuts

This started before the update with Facebook. Constantly scrolling me to the top of my newsfeed but after the update it's happening in most of my apps. I just tried to post something for sale on Craigslist in Chrome and I switched to the gallery for a split second, went back to the chrome app and the darn post refreshed and went to the Craigslist home page. My other apps are refreshing too. This was a reason I preferred Android over iOS but now it refreshed just like my old iPhone used to. What gives?

By chance, do you have "do not keep activities" turned​ on in developer options? If you do, turn it off.
