Thanks Spook, it looks like a server-side issue. Contacts don't even sync from desktop Outlook to OWA. I've opened a ticket with Microsoft.

I can't get changes made to Outlook desktop contacts to propagate to the phone. It is an Exchange account if that makes a difference. Do I need to erase the phone contacts and resync? Is there an easier fix? TIA
