I happened to stumble across that thread over at XDA a few days ago. I've read through 25 pages so far and while I was interested at first, I've concluded from reading that it helps some phones (mostly older phones) but would be of little or no benefit for the S3.

There's another thread on here somewhere. Apparently all it does is force the phone to run at maximum clock speed all the time. Sounds like a battery killer to me.

I have it. Thought i saw a improvement but maybe not. Probably just placebo effect. Idk. Keeping it as it doesn't effect battery if anything battery has been better

From what I read about this on Google code is that it may be a total fluke on the app devs part lol his methodology behind it makes no sense but may in fact affect certain flaws in certain versions of the android fork kernel. Its uncertain if it affects Linux mainline kernel. The biggest issue is Google lacks proper testing tools for performance or baselines. These guys have no way to get accurate measurements.

Quick testing showed me no change in responsiveness although I doubt anybody would take my word for it lol. I may do an extended run to see what my monitors pull up I have stuff a bit more accurate than CPU spy. So I will monitor on a clean slate my CPU status as well as the app itself and try to measure usage to give decent data. It will likely be inconclusive but who knows.
