I keep getting calls from Haiti. I block the number and then I get calls from a new number. I have tried talking to the caller but they seem to not understand and I think they speak French. I actually created a French text and sent it to the first caller indicating they were calling an incorrect number.

Its frustrating and am wondering if there is some way to completely block all calls from Haiti area code

Maybe you can do it with the Digit Filter and use the start with option.

They speak a French Creole - not quite French, but they should understand enough French to get "Ne comprends pas le français ou le haïtien" (if you can find a proper pronumciation guide - "Comprends", "francais" and "haitien" don't sound the way they're spelled).

Or look in your call-block settings - "starts with" should be one of the choices, and "starts with" and "509" (or "+509") should block the entire country (unless they're faking other area codes - I get a lot of domestic US calls that claim to be coming from 1,000 miles or more from where they actually are). (Tourbound beat me to that one by about a minute.)
