From iPhone to Note 3 texting problems

So my sister just switched to the Android platform and she's having trouble with her txts. She isn't receiving any from people with iphones. They are still going to her old iphone. She already turned off imessage but it still is not working.
Any help on this is appreciated as she loves her new phone but not receiving texts makes it a bit annoying to have to have both phones on your person.

She should have turned off iMessage AND FaceTime on all her devices a day or so before switching. I regularly switch between an iPhone 5s and a Galaxy Note 3 and the only time I had a problem was once when I forgot to turn off FaceTime.
