Assistant gone after factory reset

Had GA working fine on Motorola Droid Turbo 2 with Nougat, but after a factory reset I can't figure out how to get it enabled again. Long press home button is still Google Now and On Tap. No GA related options in Google Settings.

Google app and Google Play Services all indicate latest versions installed.

Anyone else faced this after a factory reset?

Do those instructions work? I turned off my assistant and then when I held the home button, it asked me if I wanted to turn it on again. I also have nougat.

Are all these conditions met? Factory reset shouldn't adjust the Android level. If all those conditions are met hopefully somebody else can help solve it cuz I'm not sure. It's pretty obnoxious for a billion dollar company Google doesn't have a chat option available on their website.

Yup, all met. Same phone, same OS had it working, voice, start long press, etc. Was only a factory reset then all gone.

Yes it is. I've checked all the requirements I could find online before making this post here. My next step is to try a Google support forum. again, this is an exact same phone and operating system that Google Assistant automatically started working on a few months ago when Google rolled it out beyond the Pixel.
