Dropped phone in river and was submerged for 15-30 seconds...Got it put in rice and left for a week. Powers on now without issues but getting ghost touches... Menus open, apps close, types random characters on its own..

Bad digitizer?

If electronics hits water while power is applied then it is shot, dead man walking. No way around this. It does not even need to be turned on - will be ruined even if turned off with the battery connected. You can try all the drying techniques including rice, but your only hope is that you got it out before water reached circuitry, but 15-30 seconds is not encouraging. Any problems at all are just the beginning. Wish I could tell you otherwise, but these forums are full of cases where folks dry it with rice, then it works for a while or only has one quirk, but eventually it fails more decisively. I predict someone will want to argue this, but the only two choices are that the water never hit the circuitry so it is OK, or water got in and it is on borrowed time.
