I apologize in advance if this is not the correct location for this post, or if it has already been covered elsewhere.

So I started having problems where I am losing data network connectivity and I wanted to try a factory reset (this has resolved other mysterious anomalies for me in the past).

So I do my reset and when it comes back up, it is still trying to load widgets that aren't there anymore. My phone is seemingly already activates (is able to connect to the market) and the market still thinks apps that I had previously installed are still installed.

Any ideas what I'm doing wrong here?

From where are you performing a factory reset? Inside Android or in Recovery?

First thing I would do is try going into recovery mode and clearing your cache and perform a factory reset from there. If you are rooted you will have clockworkmod that makes this extremely easy. Good luck!
