How can I fix my soft bricked tablet?

My Samsung Galaxy Tab 4 8.0 (Android Lollipop 5.1.1) has become soft bricked after messing with rooting and custom ROMs. I try to factory reset it in Recovery Mode, but it still refuses to start up no matter how long it stays on the Samsung loading screen.

What are some options as to what I can do to solve this issue?

Can u please give me some detailed information about this?? My devices were stolen (by my husband) as I was moving out. Now I have 2 S8+, S7 edge, 3 galaxy's & a tablet that are all basically useless since I got them back & my smart tv's say they are phones?? I guess he's remotely doing this? It's so weird it's like all the devices OS have been swapped? I change my phone # but he still gets it, I change my email but still knows. Is this like malware or spyware that he's installed? Please help!! I've got thousands of screenshots to show u if u or anyone can please help me.
