How Do I Add Button To Navigation Bar?

I want to add a button in the navigation bar to pull-down the notification menu at the top of the phone but there's no way to add that simple button. I've had this on all my android phones in the past. I just got the new Samsung S23 Ultra and it doesn't have it. We're apparently not allowed to add buttons.

What device did you have before? It seems unusual to have a button to open the notification panel. Most devices allow you to swipe, either pulling down the notification bar itself from the top of the screen or in any random place from the home screen.

Why Samsung makes the default swipe up or down both open the app drawer makes no sense. There is no reason to have two actions do the same thing. If you would like to swipe up for app drawer and down for notifications this is how you do it.
