Welcome to the forums. When you connect via USB, you should get a notification about USB connectivity. Tap on it, and select file transfer.

Samsung phones by default give you file transfer access when you plug in to a PC.

There's usually nothing you need to do. Certainly don't need to enable USB debugging to make it work. In fact, on my S8 and S9, that killed file access.

It's true that for most other android devices, you have to enable file transfer from the pull-down after plugging in the USB, but not with current Samsungs.
